If this was hell then I would imagine when we die we would come back and live our "lives" again and again, always fearing death. So it would in a way be a torture chamber, if you generally live a life filled with pain, and most of us do because feeling pain, sadness, etc. is considered human, but if this was hell then I would say squirrels in some master control room somewhere are pushing buttons making us feel different things.
