SO, I started installing skyrim one night and the next morning it was 97% done. I waited a few minutes, then it was done. I'm doing this on steam. So i started the game all went well but on the first mission where you follow that woman captain to the head cutter off place then a guy comes up to get his head cut off and the lady giving them theyre rights stops talking and keeps on look at the butcher im kinda mad cuz i just got it.

Delete the account and restart. If it keeps happening try to see if you have it patched and updated.

As Seven Up said, try deleting the character file and making a new one. If that doesn't work, you may have to try uninstalling the game on steam and reinstalling. If THAT doesn't work, I can help you further.

Thanks, it works now. I uninstalled it and reinstalled it and it started working
