I like your ideas. But I think 5 seconds would be better for "Frozen time".

I'm pretty sure the spike hat was suggested before, and the lucky hat is already made.
The Health kit sounds ok, and the frozen hat sounds like an OP version of the quickstart hat. (When does it freeze people? At the start of the race? During the race? Whenever you want)

I'm guessing this is for PR3 because you mentioned Angel Wings, so I doubt these are going to be added since Jiggmin doesn't work on PR3 anymore.

Ok, NO TEAM DEATHMATCH IN PR4!!!! I hated Pr3's new level types because it wasnt as much racing. If there's dm's or cf's i wouldnt enjoy pr4 as much.

Btw the idea with the gravity is very good,actually I think Jiggmin should make a hat that makes you to have 0.0 gravity for 10000 lux.
