No justification is provided why exactly this is the case, but let's be clear that homosexuality exists in numerous creatures in the natural world and that homosexual behaviour isn't inherently harmful of decadent, sure gays can't have babies with their sex but neither do felatio, mutual masturbation, or 1 in 12 infertile heterosexual couples in the UK have a chance of having babies either.

If people are curious about exploring their sexuality this isn't a bad thing, it more accurately allows people to pursue love interests in the future or just absolve their curiosities.
This kind of behaviour will not mess up society because homosexuality will still remain a minority orientation, the presence of gay people doesn't automatically make heterosexual people turn gay as if it's some kind of contagious disease, so the 'nuclear family' will still remain a majority pursuit- anyway humanity is having more than enough children.
Homosexuality, like burping, just happens- there are more than enough examples of other creatures to demonstrate that: Orca, bottle-nose dolphine, orangutan, bonobo chimpanze, babboon, etc
