Clearly what he meant is that despite many substances being tightly regulated that people get hold of them anyway, and hence this logic can be applied to weaponry capable of grevious bodily harm.
If however we were to step into a realm of evidence, looking at countries and comparing their associated crime statistics, the most successful countries tend to 'decriminalise' drugs and restrict gun use to specialists- although many of these countries are smaller, have higher social equality etc than america does, so separating those variables distorts the image.
