the definition of "spam"
noun
2.
( lowercase ) disruptive messages, especially commercial messages posted on a computer network or sent as e-mail.

Spam is meant to be disruptive. Something that is spam is usually intended by the person behind it.

Some of the obvious spam, such as doing something like this.
KFJJKHFSDJKHLFSDHJLKFSDJHKFSDJHKLFJDHSJHSDFJHDFSJH SDJHFKLHJFDJHKSFDJHKLJHDKF (that x50)

that is intended, and a thread like that is spam because it is disruptive. Of course this is only one form of spamming, but I think we all get the point.

So stating the obvious here, anything besides spam shouldn't be locked.

Also may I add discussion is defined as "The action or process of talking about something, typically in order to reach a decision or to exchange ideas."

Before this new rule, usb hub locked my thread asking for internet reccomendations because "there was nothing to discuss", while the definition of discussion clearly says typically in order to reach a decision or exchange ideas. When I pm'ed this to him, he replied saying "I locked a lot of threads". I then replied with the link. He never replied nor unlocked my thread.
