Well, it depends on the situation. If it's a one time deal, I guess it's possible to let it slide. If it's someone like me, the best idea is to let me remain banned because I rarely learn from my mistakes.

Back in the Cactiki Kingdom, the Cactiki judge would take one look into the soul of the accused, and determine weather or not they were guilty. If they were guilty, they were executed immediately. No apologies were ever accepted. This is why I am the last Cactiki, for when the invading armies came across the horizon, we had already killed so many of our own that we could not stand against them, and were totally obliterated. I only survived because I was knocked unconscious by Sensor after he killed my parents, and was thrown into the pile of the dead on the street, where I was mistaken for a corpse and buried.

Just to confirm something that has been said, F-16 is Wikipedia. Even though IPs don't throw a /32 match, he is... and he confirmed it too. Not to mention there was somewhere some more evidence backing it up. There's a likelihood of 99% of F-16 being Wikipedia, if not 100%.
Anyway... again, Wikipedia was a spam alt. Sure, that's a permaban on the alt, but not on the main. If anything, it would be warnable at the very most.
Now on topic... it's a case-by-case thing. There's some cases that merit a ban reduction. But stating it as a general rule is never a good idea. For most cases, "no" is the answer.

In most cases saying sorry wouldn't work. There would have to be something more to take from it to know the person is serious and won't do it again.
