Jiggmin made a new thread with the new rules. The old rules were then unstickied (AKA they are no longer in use). That's how it is. The new rules are a result of too many people complaining about the old strict rules.

That would have been okay if mods didn't treat the old rules as if they're still in effect, which they do.
