As of now, the only way to effectively COPPA ban someone is for them to openly admit that they're under 13, something which anyone with a bit of common sense wouldn't admit to. This renders the whole idea of COPPA bans kind of pointless, because there's no concrete way to determine if a user is underage. What if the mods could ban under suspicion that the user in point was under 13? If a user posts incomprehensible, childish posts on a regular basis, and the JV staff can all agree that the user is indeed underage without any solid evidence, should they be able to issue a ban?
