COPPA: banning under suspicion?

As of now, the only way to effectively COPPA ban someone is for them to openly admit that they're under 13, something which anyone with a bit of common sense wouldn't admit to. This renders the whole idea of COPPA bans kind of pointless, because there's no concrete way to determine if a user is underage. What if the mods could ban under suspicion that the user in point was under 13? If a user posts incomprehensible, childish posts on a regular basis, and the JV staff can all agree that the user is indeed underage without any solid evidence, should they be able to issue a ban?

Yeah, he's cool. He's probably the first member to have over 400 thanks in his first 40+ posts.

I think chill pills should exist in jv

I know many people with terrible english or lack of grammar skills that are well over 12.

well, i know someone on here who is 12, but i have no way of proving it to the mods. i asked if i could take a video of them admitting it to me on facebook, but they dont know the person's name. although there is a lot of pr2/jv people that knows their name.

Mods should always be suspicious of everyone, everywhere, and at anytime. So, I think if they suspect someone to be underage, they should ban them regardless if it's a hunch.

If someone is acting like they're under 13, spamming incomprehensible drivel, they can be banned anyway, so it's unnecessary to have 'suspicion banning'.

I act like childish and idiotic, so that'd mean I'd be bannned.

there was a seventy-five year old guy talking on Ventrilo who was in my guild on WoW and he was screaming and being an annoying noob. (He acted like a five-year-old because he didn't get his sword after a boss because he didn't win the roll). One hour of constant childish screaming. Yet, we knew he was seventy-five.

First of all, I'm a bit shocked that a 75 year old person plays WoW. I can see a few 40-50 year old adults playing that game (heck, I know one who does), but not a 75 year old.

Secondly, because of the story, this basically proves that anybody could act childish in any way and proves that they are older than they appear, so the rule is pretty much invalid.

The USSR of course collapsed in the end because they didn't allow anybody to have a child under 13.
