If I have to choose, I'd say the afternoon. (But really the evening. Oh well.) The reason why is because everybody is done with work and are preparing to have some fun.

I would have to say the morning, since it's not too hot, and I feel more relaxed (unless it's a school day).
I can also get more things done while my friends are probably still sleeping, which usually I go out for a good jog. Oh and, the smell of morning dew, brings a feeling of peacefulness.

Morning because of the happy feeling that i get when the sun rises and a new day starts.

Night, I like walking around and jogging at night. There's less people and I don't feel like I'm being stared at.

It's peaceful, and there's no sun to shine in my face or put bright reflections and glare on my glasses. (and other reflective surfaces)
(However, I prefer a lit room at night for any activity, even watching TV - so it's not that I dislike light.)
