I see the block maker as a way to transfer art made from a different program. The Level Editor and Block Editor aren't nearly as good for making art as some other programs. It's a way to transfer better art into the game.

As for copying someone else's already existing block from Platform Racing 3, I do not think it is okay.

Well I was discussing the block creator as a program in itself, not a branch off of Doomsday111's art style. Regardless of what he made his art with, there is no denying that it looks good, even professional, if you'd like to go as far as that. It doesn't appear he's stolen anybody's work specifically, in which case, I don't much care how he does it.

IMO, block creator is actually a great program, when it is used in the correct way. With block creator, it allows you to make blocks in much better programs like Photoshop. The downside is that you can just find some on the internet or steal blocks.
