WinRAR, I don't quite get this but I think what you need is to extract the files.
First of all, select one of the phpBB folders, and click extract to. Locate the folder you want to find your phpBB files in. Click OK.
Keep in mind, you must have a running web server to use phpBB.

You need to decompress the files so they are actually usable.
Extract the files, but just so you know this isn't going to be useful to you unless you already have a web server running
