Partially, because compared to other games, its very easy to create a minecraft server that works pretty well. Further, its one of the few multiplayer games which still works quite well when you only have one or two players, unlike TF2, where you can't really play unless you have 8 or more players on at once. In addition, people like having power, as seen by how many people want to be mods, and creating a server automatically makes you a mod on your own server, so thats another part of it. Finally, its because people want recognition, and think that making a popular minecraft server will make them a more popular person on JV in general.
