1. From what I remember, PR2 (non-beta) began with three hats; Exp, Kongregate, and Propeller. Perhaps Crown Hat existed earlier on, but moderators didn't even log on until PR2 had been around for several months, so essentially the Crown Hat didn't circulate or make itself known for a long time. In the very beginning, the Propeller Hat actually came from random races. The following Christmas, Jiggmin added the Santa hat. The Crown and Cowboy came next, with the Cowboy appearing randomly without any "cowboy mode" notification like we have now, as a way to test it out. Simultaneously, the Crown Hat and the F@H "partnership" were launched. The Party Hat came next New Year's Day, then the Top Hat, and finally the Jumpstart Hat.
2. Aside from the Cowboy Hat, which was meant to be a reward for people helping with research for cell folding diseases, none of the hats are intended to be "better" than any others. This is why we have polls on our favorite hats... Personally I like the Propeller Hat because you can control when it comes into effect, unlike the Santa Hat, Top Hat, etc. But each of them add unique bonuses, not just "better" bonuses as more and more hats come out. Creating an "ultimate" hat defeats the purpose of a skill-based game, especially when most levels are already geared towards luck, memorization, and/or simming.
3. The Mine Drop hat is a bad idea because most levels now are really tight, like our trap levels. Especially when we have levels that indefinitely trap other players, it's bad to put in something that's only going to give the person in first place an advantage. Plus 80% of levels use hat traps now anyway. The reason the Jumpstart Hat is so ingenious is because it works regardless of whether you're de-hatted or not. Lastly, donation-based hats are the worst thing that have ever happened to PR2 because now you have people spamming PR2 and JV asking you to fold for them, and flaming and jealousy revolving around exclusive hats. An experience bonus based on donations would be a better idea.
4. The reason people don't like the Top Hat or Party Hat is because they're way too specific to be useful if you're just playing Newest. Top Hats are centered around a specific block, while Party Hats are centered around a specific item. In fact, most levels where these hats give a clear advantage are levels made specifically for those hats! Creating a hat that circumvents the Crown Hat's capabilities is just another waste of a hat that nobody will appreciate.
