From looking at the level editor, I can definately say that the LE will be much like PR3. Matter, as in blocks, and Stamps, as in pre-set pictures(maybe custom stamps?) and a background.
Luckily, you are able to put whatever color you want to.

I think that you are a girl (that you can dress up of course) in a spaceship and you fight other girls in space, and the first spaceship to explode (losing health by your projectiles) loses.
