Seriously, I don't see what's so bad about IE. Sure Chrome is the best, but IE9's a fast browser (yes, it is one of the faster browsers), right up in the ranks of Firefox and Chrome for me, and WAY better than Safari. The features aren't terrible, I personally like it a lot for everyday use.
Top Best web browsers:
1. Google Chrome - fast, very good
2. Opera - not that fast
3. Mozilla Firefox - average speed
4. IE9 - very slow
IE isn't that bad, in fact, I find it better than every other browser. Flash runs MUCH smoother on IE9 compared to other browsers I've tried, and seriously, the speed depends on 2 things, your Internet speed for one, and how much shit you have enabled on the browser.
I actually just tested Google Chromes and IE loading speed on loading the main page of Jiggmin.com. For Chrome it took 0.8 seconds to load it. For IE it took 3.6 seconds to load.

IE9 is actually about as fast as firefox, and certainly faster than opera in most benchmarks I've seen.
