I think it's because Jiggmin... well, he's an adult. And as an adult, it's only natural for him to say naughty bad things. Jiggmin only puts swearing regulations on the games in which he knows there will be young little people playing, like PR2. Also JV because those young little people from PR2 do eventually find this place.
