If you zoom in fully when playing a game, you'll see that it's bigger than 18x18 pixels, otherwise the quality would be all blurred.

Corner + Inverse + Corner : Computer anticipates and makes a vertical or horizontal line, forcing you to stop it.
Middle start: Computer sees all of your moves coming and counters them before you get the chance to make them.
Start in one of the other four tiles: Computer makes moves through the middle and most likely owns you.

Edit: It's still easy to draw with the computer and never lose, though.
