Not part of the anime or cannon text, just a battle cry, much like every other boss in the game. He doesn't see turning the humans to shadows and shrouding the world as "true peace", he sees it as "what mankind desires", and when the protagonist defeats him he sees "mankinds new desires".
Thats very un-Ameno-Sagiri. He's always very calm, simply because he acts on the wishes of humans, and is thus correct, there is no "peace" or "chaos", only the wishes of humans.
