The only hat you HAVE to race to get in PR2 is EXP hat. All the others can be won without racing. Though 100K F@H points gets you many hats.

Depends on what you mean by "race" You can (or could at one time) get all the other hats without ever entering a level, except for prop hat, but you don't necessarily have to race anyone to get that
