It's a hacked version of Pokémon Firered made into a remake of Pokémon Crystal. It's a fan-made game, not official.

You forgot the Johto region is only a small part of the game. There's still entire Kanto afterwards, and then the Orange Islands as a Liquid Crystal exclusive.

my brother's Feraligatr was level 67 when he took on the Elite Four in Gold version, and he didn't use him in that many fights

in pokemon black, i only used my level 99 servipor to defeat the elite four with a very large amount of potions
