Some people think that there are a 19th and a 20th hat in PR3. This is a picture of me wearing one of them:

This hat is actually NOT a 19th hat.
In earlier builds of PR3, Jiggmin had not yet had the drawings for many of the hats. At one point before the Top Hat was drawn, Jiggmin wore it, showing a stick version. It was just a few lines in the general shape of a Top Hat. The Parasol Hat is currently the stick version. The Happy Hat also had a stick version.
That picture IS THE HAPPY HAT. That picture was obtained using a hack which makes the game draw the wrong hat. That hat was in existence for a long time. The only thing different about it know is how it looks. This is NOT an unreleased hat.

Some people also believe that there is a 20th hat as well. If I remember correctly, Jiggmin at one point had 19 hats, and it is said that some people got a hat for Halloween, but Jiggmin went back to 18 hats, and the players lost their Halloween hat. This hat DOES NOT EXIST. Even if it DID exist, it does not exist any more. Hacks easily reveal all hats, and there are only 18. (I believe CWTest used to have 19 hats, and the person who hacked him said it was just the bouncy hat was in there twice.)
Another 20th hat I've seen someone say is a badly drawn bouncy hat. He simply didn't have the common sense to realize that it was just the stick version of the bouncy hat, I guess.
I have also seen an 'umbrella hat', which has the same power as parasol hat. This also does not exist.
