It CANNOT be enforced. The website will not let you register unless the inputted DOB is over 13 years of age.

Underage people who want to join , obviously will have to Fake their DOB, And the ones who are mature enough to tell a moderator they are underage , will get banned.
This is not a solution

My suggestion is that underage people on JV will only be able to post a certain amount a day , along with their started threads and blogs to be verified by an admin ...
